The National Assembly adopted at first reading the bill „asylum-immigration“ by 228 votes against 139 and 24 abstentions, after a full week of fiery debates and the examination of a thousand amendments
On the seventh day, the passionate debates on the „asylum-immigration“ bill ended on Sunday evening in the National Assembly with the vote of the text at first reading with, in the end, only one opponent LREM, who immediately announced his departure of the majority group.
After 61 hours of heated contests and a thousand amendments examined – but very little adopted – the bill „for controlled immigration, effective right of asylum and successful integration“ was finally voted around 23:00 in first reading by 228 votes to 139, with 24 abstentions.
The Republicans and all the left – Socialists, Communists and „Unsubject“ – voted against, as did the FN deputies.
In the LREM group, only the ex-socialist Jean-Michel Clément voted against and immediately announced his departure from the group, aware of having „violated the rules“ of the majority group. Fourteen other LREMs, however, disagreed with the text by abstaining. MoDem MP Nadia Essayan also voted against, and eight other centrists abstained.
In the Senate now to take over in June, where the right-wing majority has already promised to „amend it considerably“.
This „weekend a little particular in Paris“, according to the president of the group MoDem Marc Fesneau, is unpublished (out of budget) since the homeric battle of the „marriage for all“ of 2013.
Present almost from beginning to end and vigorously defending her text „against men and women of convictions“, the Minister of the Interior, Gerard Collomb, hailed the adoption of a „fair text“. As early as Monday night, he pleaded „the urgency to react“ to limit „massive immigration“ and „at the same time“ guarantee the right to asylum, „sacred“.
The text aims to reduce to six months, against eleven today, the investigation of the asylum application. Objective posted: facilitate both the expulsion of rejected and acceptance of accepted. Rapporteur Elise Fajgeles (LREM) has often insisted on a „ridge line“ between „pragmatism“ and „humanity“.
– Combative oppositions –
Extremely combative, oppositions (LR, FN and left) have prolonged heated debates.
Criticizing a „small law“ of a majority „immigrationist“ and „purple modesty“ of the minister, the Republicans fought to harden the text, with 323 amendments, all rejected by a „sectarian“ majority, in the wake of the proposals very rightful of Laurent Wauquiez this week.
And LR to ask, dozens of times, if there was „a hidden plan to regularize 40,000 illegal aliens“.
The president of the FN Marine Le Pen, she, lambasted a „law of organization of an additional immigration“ and mocked the boss of LR Laurent Wauquiez, „put under (s) wing, in a way“ with the proposals of his side.
Right and far right were omnipresent in the hemicycle until the last day the FN proposed to remove the right of soil and LR to restrict it.
„LR and FN sad allies of a hard and extreme right.Me words, same arguments, even opposition to all rights of migrants,“ commented Matthieu Orphelin (LREM).
Wind standing against an „inhuman“ law, the left fought „regressions“, as the doubling of the maximum duration of detention, increased to 90 days, with the possibility maintained „of children behind the barbed wire“. „A law that makes the foreigner a suspect“, according to the communist Elsa Faucillon.
The left has regularly accused LR of „playing the useful idiot of macronism and passing an extreme law for a balanced law“.
One of the flagship measures – halving the appeal period to 15 days after rejection of an asylum application – was voted by the FN (unusually almost full in the hemicycle), a historic „turning point“ according to Olivier Faure (PS).
These criticisms of the left against the reduction of the rights of the asylum seekers were taken by some majority deputies who had already for several months tried, mostly in vain, to convince the Minister of the Interior to amend his text.
Throughout the debates, this fringe contestant LREM, with some MoDem, played, under pressure, the equilibrists to voice his defense of the „vulnerable“ without appearing „fronder“.
In the last hours, still enamelled with invectives, the Assembly voted, to the chagrin of LR seeing there a concession of the government „on its left wing“, the relaxation of the „crime of solidarity“ for some people helping to migrants. And the deadline for entering the labor market for asylum seekers has been reduced from nine to six months.
