German Chancellor Angela Merkel on her arrival at the
negotiations to form a coalition government on February 6, 2018
Angela Merkel said Tuesday ready for „painful compromises“
to snatch a coalition agreement in Germany with the Social
Democrats, the last day of negotiations expected to leave the
first European economy of political stalemate.
Disagreements persist and „each of us will have to accept
painful compromises,“ said the Conservative Chancellor when she
arrived in Berlin.
„I am ready if we can guarantee that the benefits in the end
will outweigh the disadvantages,“ she added, stressing that it
was „in the best interests of the country.“
This time more procrastination possible. After weeks of
waltz hesitation, multiple postponements in recent days,
Christian Democrats Angela Merkel (CDU / CSU) and Social
Democrats of the SPD must decide: they set the end of the day
as a limit. The discussions could last well into the night.

„I think today is going to be decided“ if both sides „can
agree,“ said SPD Chairman Martin Schulz.
A relative of Angela Merkel has not ruled out a failure,
which would plunge the country into a political crisis as
serious as it is unpublished in the post-war history. „It is
not certain that we are getting there,“ Volker Bouffier said.
„I do not exclude anything,“ he added.
The post-electoral imbroglio has lasted for more than four
months and has already weakened Angela Merkel’s stature, both
domestically and externally.
The parliamentary elections of September, marked by a
withdrawal of the traditional parties and a breakthrough of the
extreme right, did not allow to obtain a clear majority in the
Chamber of Deputies.
After a first failure to form a motley coalition with
liberals and environmentalists in November, Angela Merkel has
been reduced to running the current affairs since October. It
must now come to an agreement with the Social Democrats to hope
for a fourth sustainable mandate.
An agreement has been reached on several issues, starting
with Europe, where both sides are ready to support in principle
the reform proposals of French President Emmanuel Macron,
especially the idea of a budget. euro zone, according to a
draft agreement obtained by AFP.
But other topics may be problematic: health and the job
Social Democrats are calling for a reduction in inequalities
between public and private health insurance funds and less use
of fixed-term contracts. On both counts, the Conservatives

Neither side agree on the level of military spending or arms
exports. Germany must be able to show that it is „trustworthy
internationally“, argued Angela Merkel on Tuesday.

The Social Democrats must for their part obtain visible
concessions for the price of their alliance, on pain of seeing
their basis reject the compromise in the end.
Because in case of agreement with the conservatives, the
440,000 party activists will have the last word in an internal
vote that could end in early March.
And they remain very divided on the opportunity of a new
coalition with the Conservatives, with whom they have already
governed in the periods 2005-2009 and 2013-2017. With each time
an electoral defeat at the end.
Failing agreement, the Chancellor should resolve an unstable
minority government or accept the organization of new high-risk
elections that could benefit above all the extreme right.
If successful, the fourth term of Angela Merkel is already
announced complicated. Some German media jokes about the
„coalition of losers“.
The social democrats are at worst. After having already
registered in the last legislative elections its worst post-war
score (20%), the oldest party in Germany continues for weeks to
fall in the polls.
He is credited with only 17% in an INSA survey this week,
about to be caught up by the far right (15%).
