The separatist party of the dismissed Catalan president contemplates the option to invest remotely Carles Puigdemont, despite the warnings of the Spanish government to appeal his non-contact designation, said on Friday responsible for their training.
„We are contemplating all the instruments that allow the regulation of the Parliament of Catalonia,“ the coordinator of the electoral campaign, Elsa Artadi, said in Brussels, asked about the options of investiture without the presence of Puigdemont in the hemicycle.
Artadi and a score of deputies elected last December 21 by ‚Junts per Catalunya‘ participated in a working meeting this Friday in Brussels, where Puigdemont left in October when the Spanish government took control of the region after a unilateral declaration of independence.
The two main pro-independence parties have already agreed to try to invest him, although they are studying how to do it.
„Our plan A, B, plan Z, is always investing President Puigdemont, using the tools allowed by the Parliament’s regulation,“ said Artadi.
The formation of Puigdemont (center-right) proposed an investiture by videoconference or making another deputy read the candidate’s speech, but both options are discussed by numerous jurists.
In any case, what Puigdemont will not do, suspected of rebellion, sedition and embezzlement, is to return to Spain to go „to prison“, Artadi said clearly.
The Spanish government spokesman, Íñigo Méndez de Vigo, announced this Friday in Madrid that they will appeal a possible remote election and considered that the investiture must have the „real“ presence of the candidate.
„The government would immediately appeal any añagaza directed to that end, without any hesitation,“ he added.
– Control of the table –
The key lies in the interpretation of the regulation of the Catalan Parliament.
The Catalan Socialist Party, contrary to the independence, asked the legal experts of the regional chamber to make a statement in a report.
According to the Barcelona newspaper La Vanguardia, „unanimity is total“ among the lawyers of Parliament „when it comes to defending that the investiture of the president of the Generalitat (the Catalan government) must be face-to-face“.
Artadi said that, „at the moment, there is no report from the lawyers“, but said that it will be the next president of Parliament or the full interpretation of the regulation, which stipulates that the candidate must ‚present before the plenary his government program‘ .
The independence and anti-secessionist forces are now seeking control of the Parliament table at the first session scheduled on January 17, before the investiture session, which according to Artadi, could be held on „29, 30 or 31 from January“.
The constitutive session of the chamber still raises the question of whether all elected deputies can speak.
And this Friday, the Supreme Court denied three pro-independence deputies and currently in prison to attend Parliament to take possession, since, as argued in a car, they are in a situation of „prolonged legal incapacity.“
This is former regional vice president Oriol Junqueras, former Interior Minister Joaquim Forn and former leader of a powerful separatist association, Jordi Sánchez. The three may however ask the camera table the possibility of delegating their vote to other deputies, according to the car.
